The senior citizens commission created
by this division shall consist of five persons appointed by the
mayor to serve without salary for five-year terms, except that of
such members first appointed, the commission shall meet and select
the length of term on initial appointment, thereafter each appointment
shall be for five years; and until their respective successors are
duly appointed and qualified. Commission members shall be broadly
representative of the community and shall be individuals who, by
background, experience, training, profession and/or age, shall have
special interest and knowledge in the affairs and needs of persons
60 years or older.
The chairman of the commission shall be elected from and by the
commission members for a term of one calendar year. The commission
shall have the power to establish bylaws and rules in conformity
with the authority granted in this section or by statute, including
the authority to elect or appoint such other officers as the commission
deems necessary; but the chairman of the commission or any such
officer appointed or elected by the commission, may be removed at
any time by a majority of votes of the duly appointed members of
the commission.
The purpose of the senior citizens commission shall be to coordinate
the activities of public and private groups involving the affairs
of persons 60 years of age or older to the end that there shall
be adequate community and individual activities stimulating and
maintaining the interests of senior citizens; adequate public and
private services maintaining and improving the health and welfare
of senior citizens; and adequate dissemination of information concerning
the interests, problems and affairs of senior citizens. It shall
also be the purpose of the senior citizens commission to advise
the council as to how senior citizens could assist and promote good
works in the community.
The senior citizens commission shall operate under such budget,
if any, as may from time to time be established by the annual appropriation
ordinance of the city, but any expenditures there from, including
employee salaries, shall be made only upon approval of the mayor
and in accordance with ordinance and statutory requirements.
