City of Ottawa History of Mayors

The earliest form of government in Ottawa was the aldermanic form with a mayor elected along with two alderman, each from five wards. This was adopted on
May 3, 1853 and changed to the commission form of government by an ordinance approved May 2, 1911. This change was consistent with a national pattern at
that time when many small cities adopted the commission form of government.
