Many
browsers prevent pages from opening a new window from JavaScript
function.
This occur when you try to open a new window page from a pop-up
item. Please check your computer settings. Make sure you have Enable
active scripting turned on.
For Windows Explorer, Open browser window : Tools =>
Internet Options => Security => Custom Level => (scroll
way down) => Active Scripting => Enable.
For Mac Explorer, Edit => Preferences =>
Web Content => Enable scripting.
For Netscape, Edit => Preferences => Advanced
=> Enable JavaScript.
For Opera, File => Preferences => Plugins
=> Enable JavaScript (on Mac, start with Edit) .

Check the software installed
on your computer?
Certain programs, like spybot, pop-up stopper, etc., that you might
have installed could have disabled the hyperlink functionality.
Try pressing down the SHIFT or the CTRL key as you click on the
links see if it helps.

The most current versions
of Internet Explorer, Netscape and Firefox contain built in pop-up
blockers.
You will need to configure your browser to allow pop-ups from this
site. In Internet Explorer, you may see the Information Bar which
is a pale yellow bar just above the web page content and below the
toolbars. This bar may warn you that a pop-up has been blocked.
Click on this bar and choose Always Allow Pop-ups from This Site
to configure IE to allow pop-ups.
